The Punjab Labour Code 2026 represents a comprehensive overhaul of labour law in Punjab, Pakistan. It replaces and consolidates over 25 older statutes — including the Factories Act 1934, Payment of Wages Act 1936, and the Punjab Industrial Relations Act 2010 — under a single, unified legal framework designed to modernise and simplify labour regulation. This new code aims to provide a clearer, more consistent set of rules governing employment, wages, social security, workplace safety, industrial relations, and dispute resolution for workers and employers alike

Under the Punjab Labour Code 2026, key reforms include formal recognition of fixed-term employment with equal statutory benefits, a scientific approach to minimum wage setting, enhanced occupational safety and health requirements, and streamlined grievance mechanisms through digital platforms. It also expands legal coverage to previously excluded groups such as agricultural and domestic workers, strengthens anti-discrimination provisions, and mandates protections against child and forced labour. By unifying long-standing, fragmented labour laws into one statute, the Code seeks to balance worker protections with improved ease of compliance and enforcement in the modern labour market.

Furthermore, the Punjab Labour Code 2026 strengthens the institutional framework for enforcement by redefining the powers and responsibilities of labour inspectors, adjudicating authorities, and industrial tribunals, ensuring greater transparency and accountability in implementation.
